Gadkari proposes mandatory two ISI helmets with every two-wheeler: Details

Union Minister of Road Transport & Highways, Nitin Gadkari, has proposed that all two-wheelers sold in the country should come with two ISI-certified helmets. The announcement was made during an event in New Delhi and has received strong support from the Two-Wheeler Helmet Manufacturers Association of India (THMA).
With India witnessing over 4,80,000 road accidents and 1,88,000 fatalities annually, the move is seen as a much-needed intervention. Two-wheeler users account for a major share of these accidents, with over 69,000 deaths reported each year, half of which are due to riders not wearing helmets.
Industry shares views on the proposal
Rajeev Kapur, President of THMA, lauded the decision, emphasizing that this is more than just a regulation, it’s a lifesaving measure. “This move brings hope to families who have lost loved ones in road accidents. Helmets save lives, and making them mandatory with every bike purchase is a crucial step,” he said.
What are ISI-certified helmets?
ISI-certified helmets are helmets that meet the safety standards set by the Bureau of Indian Standards (BIS) and carry the ISI (Indian Standards Institute) mark. This certification ensures that the helmet has passed rigorous quality and safety tests, making it reliable for protecting riders in case of an accident. The ISI mark, issued under signifies that the product meets government-approved safety regulations.
