Richie Richardson of the ICC Elite Panel of Match Referees imposed the penalty after KL Rahul’s team was found two overs short of the required rate once time allowances were considered.Under Article 2.22 of the ICC Code of Conduct for Players and Player Support Personnel — which deals with minimum over-rate offences — players are fined five per cent of their match fee for every over their team fails to bowl within the stipulated time.Rahul accepted responsibility and pleaded guilty to the offence, eliminating the need for a formal hearing.The charge was laid by on-field umpires Rod Tucker and Rohan Pandit, third umpire Sam Nogajski, and fourth umpire Jayaraman Madanagopal.x`
